Teras-teras yang digariskan dalam Dasar Bioteknologi Negara ialah:

Pembangunan Bioteknologi Pertanian – merubah dan
memperluaskan nilai penciptaan dalam sektor pertanian melalui
bioteknologi.

Penubuhan Perbadanan Bioteknologi Malaysia (MBC) yang berada di bawah
seliaan
Majlis Pelaksanaan Dasar yang dipengerusikan oleh Perdana Menteri
sendiri.
MBC diletakkan sebagai sebuah agensi di bawah Kementerian Sains,
Teknologi dan Inovasi.
- Pembangunan Bioteknologi dan Penjagaan
Kesihatan –
Menggunakan kelebihan biodiversiti negara dengan melakukan penemuan
komersial
dalam pembangunan produk-produk asli, termasuk meletakkan Malaysia dalam
peta
pasaran bi-generik.
- Pembangunan Bioteknologi Perindustrian –
Memastikan
pertumbuhan peluang-peluang dalam aplikasi pemprosesan bio-termaju dan
teknologi
bio-pembuatan.
- Penyelidikan dan Pembangunan (R&D) dan
pengambilalihan
teknologi – Menubuhkan pusat kecemerlangan, dalam institusi sedia ada
atau baru
dengan mengadakan kerjasama antara kumpulan penyelidikan pelbagai
bidang.

Pembangunan sumber tenaga – Membina kemampuan sumber tenaga bioteknologi
negara
bagi memenuhi keperluan pasaran melalui pelbagai skim khas, program dan
latihan.
- Pembangunan prasarana kewangan – Menawarkan dana ‘makmal
ke
pasaran’ yang kompetitif dan insentif untuk menggalakkan penglibatan
ahli
akademik, sektor swasta dan syarikat berkaitan kerajaan (GLC).

Pembangunan
kerangka kerja peraturan dan perundangan – Mewujudkan persekitaran
kondusif
melalui penyemakan kerangka kerja prosedur dan perundangan secara
berterusan
selaras dengan standard dan amalan global. Membangunkan regim
perlindungan harta
intelek yang mampu menyokong aktiviti R&D dan pengkomersialan.

Kedudukan strategik – mewujudkan strategi pemasaran global untuk membina
jenama
bioteknologi
Malaysia yang
diiktiraf.
